the glitch you perceive where setting the level modifier to 20 creates a lv 32 pokemon exists because 20 in hexadecimal is 32 in decimal.

Sorry to hear that. May I know which GBA emulator you are using? If you are using a web-based emulator app, then most likely these cheats won’t work. Popular emulators such as MyBoy or PizzaBoy for Android, or the Delta Emulator for iOS works best with cheats.
I‘m using XGBA for iOS and they are explicitly referring to this page. The german version codes from the „item modifier“ do work, but the codes for the Wild Pokémon Modifier are still not working (tested with different codes and at different steps in the game).
Have you tried this on Delta for iOS? I haven’t tested XGBA yet, but in case you’re able to, you might want to switch to Delta.
I can‘t install Delta. 🤷 It‘s not available at the store and the -links does‘nt work. So i chose XGBA.

Since you are from the EU, you could try ing AltStore, and from there you can get Delta.
